Little Steps Community Care™ believes temporary or long-term financial hardship should not automatically prevent children and families from accessing meaningful enrichment and family-support opportunities when responsible funding, capacity, and approved programming are available.
Concrete Blessings Foundation™ intends to develop a separate community-supported access pathway through eligible grants, donations, sponsorships, charitable partnerships, and restricted family-support funding.
Possible Community Access Opportunities
Partial Program Scholarships
Approved assistance may cover a portion of eligible program or membership costs while the participating family contributes the remaining amount.
Sponsored Program Sessions
A donor, employer, nonprofit, public agency, or community partner may sponsor approved sessions for eligible families.
Temporary Hardship Assistance
Limited short-term support may be considered for families experiencing an eligible temporary hardship.
Working Parent Support
Approved access may support eligible parents during employment, job interviews, workforce training, education, appointments, or qualifying obligations.
Community Partner Referrals
Qualified organizations may refer families for consideration under written eligibility and documentation procedures.
Donor-Supported Opportunities
Restricted charitable contributions may support approved family participation, enrichment materials, or community programming.
How Community-Supported Access Is Intended to Work
Funding Is Received
Concrete Blessings Foundation™ receives eligible charitable donations, grants, sponsorships, or restricted program support.
Funding Is Reviewed and Restricted
Funds are tracked and used only for approved charitable purposes, donor restrictions, grant requirements, and applicable organizational policies.
Families Apply or Are Referred
Eligible families may submit an application or receive a referral from an approved community partner.
Eligibility and Capacity Are Reviewed
Applications may be reviewed for documented need, program eligibility, available funding, staffing, capacity, schedule availability, and funder restrictions.
Approved Support Is Applied to Services
Approved support is applied toward eligible Little Steps services, program credits, or direct program payment. Families do not receive unrestricted scholarship money as cash.
Community Access Is Separate From General Membership
Submitting a membership interest form does not automatically create a scholarship application.
Receiving membership information does not guarantee financial assistance.
Applying for financial assistance does not guarantee membership, placement, a particular program, schedule, award amount, or continued funding.
Community-supported access will be administered according to written rules, available resources, approved eligibility criteria, program capacity, legal requirements, and applicable funding restrictions.
Possible Eligibility Considerations
Final eligibility rules have not yet been published. No person should submit income records, Social Security numbers, immigration information, medical records, custody documents, or other sensitive documents through the general website interest form.

No Cash to Families
Approved assistance is applied toward eligible services or program credits rather than issued as unrestricted cash.
Written Eligibility Standards
Awards will follow approved application, review, documentation, and decision procedures.
Funding Restrictions
Grant, donor, sponsorship, and charitable restrictions must be followed.
Capacity Protection
Scholarship or sponsored participation remains subject to staffing, safety, scheduling, and available program capacity.
Recordkeeping and Reporting
Approved funding, services, participation, restrictions, and outcomes will be documented according to applicable requirements.
